उत्तराखंड विधानसभा चुनाव के परिणाम आने से पहले राज्य में पोस्टल बैलेट से फर्जी मतदान का मुद्दा तूल पकड़ गया है। उत्तराखंड प्रदेश कांग्रेस कमेटी के अध्यक्ष गणेश गोदियाल ने मुख्य निर्वाचन अधिकारी को पत्र लिखकर सर्विस मतदाताओं को जारी मतपत्रों पर फर्जी मतदान का आरोप लगाते हुए ऐसे मतों को निरस्त करने की मांग की है।
मुख्य निर्वाचन अधिकारी को लिखे पत्र में कांग्रेस प्रदेश अध्यक्ष गणेश गोदियाल ने कहा है कि सेना में सेवारत सर्विस मतदाताओं को डाक मतपत्र जारी करते हुए मतदान की सुविधा प्रदान की जाती है। परन्तु उनके संज्ञान में आया है कि विभिन्न जिला निर्वाचन अधिकारियों द्वारा जारी पोस्टल बैलेट की सूची में ऐसे नाम शामिल हैं जो सेवानिवृत्त हो चुके हैं या लंबे अवकाश पर हैं या फिर दिवंगत हो चुके हैं। गोदियाल के मुताबिक, उनके पास पुख्ता जानकारी है कि ऐसे मतदाताओं के नाम पोस्टल बैलेट की मतदाता सूची में दर्ज हैं।
गणेश गोदियाल ने निर्वाचन आयोग से मांग की है कि अगर सेवानिवृत्त, लम्बी अवधि से अवकाश पर चल रहे तथा दिवंगत कर्मियों के मतपत्रों पर किसी भी प्रत्याशी के पक्ष में वोट प्राप्त होता है तो उसे निरस्त माना जाए। साथ ही उस मतदाता को प्रमाणित करने वाले अधिकारी के खिलाफ भी कार्रवाई की जाए।
पिछले दिनों पूर्व मुख्यमंत्री और कांग्रेस चुनाव अभियान समिति के अध्यक्ष हरीश रावत ने सोशल मीडिया पर एक वीडियो शेयर किया था जिसमें एक व्यक्ति कई पोस्टल बैलेट पर हस्ताक्षर करता दिखाई दे रहा है। वीडियो में वहां मौजूद लोगों की बातचीत भी रिकॉर्ड हुई है। इस वीडियो के सामने आने के बाद पोस्टल बैलेट की प्रक्रिया पर तमाम उठ रहे हैं।
वायरल वीडियो का यह मामला पिथौरागढ़ की डीडीहाट विधानसभा क्षेत्र से जुड़ा है। डीडीहाट से कांग्रेस प्रत्याशी प्रदीप पाल ने इसकी शिकायत पुलिस और जिला निर्वाचन अधिकारी से की थी। पिथौरागढ़ पुलिस की छानबीन में उक्त वीडियो भारतीय सेना की कुमाऊं रेजीमेंट से जुड़ा निकला जो जम्मू से जारी किया गया था। पुलिस ने वीडियो के आधार पर कुमाऊं रेजीमेंट के पांच जवानों की पहचान की है। उन्हें बयान दर्ज कराने के लिए एक सप्ताह के भीतर पुलिस के सामने पेश होने का नोटिस जारी किया गया है। जिस व्यक्ति को जवानों ने सबसे पहले वीडियो भेजा था, उसकी भी पहचान हो गई है। फिलहाल मामले की जांच चल रही है।
हरीश रावत ने लालकुआं सीट पर भी पोस्टल बैलेट को लेकर सवाल खड़े किए हैं। हरीश रावत ने आरोप लगाया कि रुद्रपुर में पुलिस और पीएसी में सेवारत मतदाता अपने मतपत्र के लिए भटक रहे हैं। केवल लालकुआं पोस्टल बैलेट क्यों नहीं पहुंचे। कोई तो है जो लोगों को मताधिकार का उपयोग करने से रोक रहा है। इससे चुनाव प्रणाली की निष्पक्षता पर गंभीर सवाल उठ जाएंगे। भाजपा ने पोस्टल बैलेट पर कांग्रेस के इन सवालों को चुनाव हारने की हताशा करार दिया है।
94 हजार सर्विस मतदात होंगे निर्णायक
इस बार उत्तराखंड में करीब 94 हजार सर्विस मतदाता निर्णायक साबित हो सकते हैं। पोस्टल बैलेट की वजह से चुनावी पलटने का उत्तराखंड में इतिहास रहा है। 2008 में पौड़ी गढ़वाल संसदीय सीट के उपचुनाव में भाजपा प्रत्याशी जनरल टीपीएस रावत ने सतपाल महाराज को डाक मतों की गिनती में ही मात दी थी। जबकि ईवीएम के मतों में सतपाल महाराज आगे चल रहे थे।
इस बार उत्तराखंड विधानसभा चुनाव में कुल 65.37 फीसदी मतदान हुआ है, जिसमें करीब 53 लाख मतदाताओं ने हिस्सा लिया। कुल मतों के मुकाबले 94 हजार सर्विस मतदाता अच्छी खासी संख्या है। पोस्टल बैलेट अक्सर एकतरफा पड़ते हैं और सर्विस मतदाताओं में भाजपा की पैठ मानी जाती है इसलिए कांग्रेस के नेता पोस्टल बैलेट को लेकर चिंतित हैं। कांग्रेस के नेता बूथ पर मतदान करने में सक्षम पुलिसकर्मियों से पोस्टल बैलेट के जरिये मतदान करवाने को लेकर भी सवाल खड़े कर रहे हैं।
कई सीटों पर 4 हजार से ज्यादा सर्विस मतदाता
उत्तराखंड में डीडीहाट, पिथौरागढ़ और कर्णप्रयाग सीटों पर चार हजार से ज्यादा सर्विस मतदाता हैं। राज्य की 13 सीटें ऐसी हैं जहां 2 हजार से ज्यादा सर्विस मतदाता है। सर्वाधिक 4462 सर्विस मतदाता डीडीहाट और सबसे कम 111 हरिद्वार में हैं।
