Giriraj Singh launches Annual Capacity Building Plan for enhanced governance

Minister of Rural Development and Panchayati Raj Giriraj Singh launched the Annual Capacity Building Plan (ACBP) for the Department of Rural Development, Department of Land Resources and Ministry of Panchayati Raj in New Delhi today.

The ACBP is a plan document that is developed based on the competency enhancement requirements of the officials of the Ministry/Department/Organization (MDO). It is designed to improve the efficiency and work ethics of officials, and to help them achieve the objectives of their respective Ministries/Departments.

Empowering Officials for Effective Governance

In his address during the launch, Union Minister emphasized the pivotal role that the plan document ACBP will play in enhancing service delivery, program implementation, and core governance functions. He highlighted the plan’s focus on enhancing officials’ abilities through targeted training, equipping them with relevant competencies to enhance performance. This initiative is in line with the government’s commitment to citizen-centric governance.

Enhancing Official Competencies

Giriraj Singh said that the ACBP will play a pivotal role in service delivery, program implementation and performing core governance functions. He said that the plan will enhance the abilities of the officials by attending need based training to acquire relevant competencies to enable them to perform better.

The ACBP is a significant step towards improving the capacity of officials in the Rural Development, Land Resources and Panchayati Raj Ministries. It is expected to have a positive impact on the delivery of services and the implementation of programs in these sectors.

Assessment and Impact

The Ministry is committed to assessing the impact of the training provided to officials and staff, ensuring the efficacy of the ACBP. The approach is not only aimed at skill enhancement but also at driving tangible results across various departments.

The launch event witnessed the presence of Secretaries, Officers from the Department of Rural Development, Department of Land Resources, and Ministry of Panchayati Raj, along with Member (Human Resource) of the Capacity Building Commission.
